I don't know HIDDEN STROKE 2 FUSION RESOURCE WAR 2.4 ...
There are :
- Hidden Stroke 2 Fusion 4.21 (the main verplayed on this site)
- Hidden Stroke 2 without mod the last version is 2.02B
- Sudden Strike Resource War 2.3
- Hidden Stroke II Resource War EAST FRONT (which is maybe the one you are talking)
The campaign were designed for the original game (without mods) as mods have often fully changed the damage system it occurs that the mission game-play changed too.
As an advice with regards to your problem I cagest you to check again that you really captured both factory and station by looking for any remaining enemies in houses.
Also, the victory is offered according to script ... sometimes if you don't go through the good position on the map (depending how the map creator made the "victory zone") you may killed all enemies and did everything and still obtain your victory sin,cunits still not gone over the good position.
You can try to play the same mission with the original version of the game without the mod ... or (without any pride
